Description: Millions of aging Americans are challenged to prepare for uncertain health and financial setbacks in addition to cognitive impairment that impacts one-third of adults over age 85. Advanced planning can reduce the negative impact of impairment on personal finances, including financial exploitation, scams and fraud, and care and spending decisions that are not aligned with retirement goals. To address these issues, the SOA’s Aging and Retirement Strategic Research Program co-sponsored work on the Thinking Ahead Roadmap which was created by a team from the University of Minnesota and Stanford Center on Longevity. Description: Congress authorized the creation of the RAISE Family Caregiving Advisory Council in 2018. The Council, comprised of family caregivers and experts from a wide variety of stakeholder organizations in both the private and public sector, have been engaged in an in-depth research effort over the last two years to develop recommendations and an implementation plan to address our national caregiving crisis. This article describes their work and the newly released Report to Congress.

Description: The article provides an overview of the federal tax treatment of long-term care insurance contracts, including a brief history of the tax treatment of long-term care insurance, the requirements that must be satisfied in order to be treated as qualified long-term care insurance under the Internal Revenue Code, and a brief discussion of qualified long-term care combination products and chronic and terminal illness accelerated death benefits offered under life insurance contracts.

Description: Unfortunately, for many long-term care (LTC) products, realized experience is worse than originally expected and rate increases have become necessary. Filing a rate increase on a block of business often necessitates a separate filing in every state, often with different requests for support for the need for a rate increase from each state regulator. This session focuses on the best practices for filing LTC rate increases, both from the perspective of the filers as well as the regulators. Learn what regulators expect from companies pursuing LTC rate increases and how to be prepared to handle the rate-filing process.

Description: Stakeholders in a specific state (Minnesota) were interviewed about the potential value -- and obstacles -- of a catastrophic backstop program to handle long term care (LTC) financing needs. The design would entail a payroll deduction which would produce a fund to pay LTC expenses once a deductible period (of 1 to 4 years, depending on income) was reached. This design was believed to encourage enrollees to cover the front end better than done today, whether by private insurance or other means.
